One of the best ways to motivate people to read is to give them access to the internet, and one of the most cost effective ways to do that is to provide access to smart phones. 

There's a number of different possible approaches so at some point this idea should probably become it's own "area" post but for now I'll just list a few:

-We could use existing crowdfunding/sourcing platforms.
-We could create programs where outreach specialists help people apply for help, while other specialists focus on finding donors.
-We could create programs where people donate to partnerships with cell phone providers to increase access to phones and reduced rates.
