Tracking notifications don't present enough options

There needs to be a menu for post tracking that lets you choose what kinds of activities you want to receive notifications about. Because some people might just want to know if someone's added an idea for a problem somewhere, or only if the post itself has been edited. So we should create a menu that gives you the option to choose what you get notifications about.
