We could use volunteers to vet other volunteers. With the right software we'd be able to see if people start doing a bad (or malicious) job. 

We could organize people into groups that self-monitor, (in addition to oversight from all other sources, from core facilitators of Needpedia to the feedback coming from first time users. Possibly also using input from other orgs and communities too).
