Portland has lots of people doing google maps searches for hookah bars, and the Haven's already building an outdoor space for smoking. If someone donated a nice 4 hose hookah to the collective, people running the cafe or other things could rent the hookah out. This would enable the Haven to effectively serve hookah and show up on searches for hookah bars. -it would also bring in more people, leading to more business for the cafe and others. 

Hookahs are also great for bringing people together in a setting where they'll actually talk and get to meet new people. -in addition to providing a sedative effect, which can be helpful in large social settings.

And finally, as someone who's made their own shisha, you don't have to serve tobacco. I would happily show you how to make shisha from herbs.
